Yep - PLR22 is crazy picky on ammo.
My SU-22 is essentially jam free after a few thousand rounds, and I had a lot of fun getting to that point. It's more fun each time I shoot it.

I experienced several different kinds of jams, including the stuck-above-the-chamber issue you described while I was trying out different types.
I think the empty brass being stuck above the chamber is a symptom of bad ejection. I was having that problem before I sanded away some of the lower ejection port. The problem immediately went away for good. On the first hundred SU-22s (and early PLR-22s as well), the empty brass would bounce off the lower ejection port and back into the breech. Kel-Tec now trims the lower ejection port on their SU-22 and PLR-22.

I've had very good luck with the less expensive Federal bulk pack ammo (3 to 4.5 cents each), much of which I've bought at Mal*Wart, but Midway has two of them too. I've had very good performance with both of these, and the maroon box (cheapest) that Midway doesn't seem to sell.
http://www.midwayusa.com/viewProduct/?productNumber=439553 http://www.midwayusa.com/viewProduct/?productNumber=193520 The maroon bulk pack boxes and the blue bulk pack boxes have some variability that's apparently the result of inconsistent primer material although for the most part the accuracy is still very good and the SU-22 cycles fine despite the different sound of the muzzle report, but my only serious complaint is the complete lack of priming material in about 1% of the rounds in the blue or maroon value packs which results in misfires. The more expensive but still quite reasonable AutoMatch ammo apparently has much more consistent primer material - no duds and consistent muzzle reports.
